Telegram CEO Pavel Durov has secured conditional permission from a French court to leave the country for a two-week period, starting July 10, to visit Dubai—where his company is headquartered and his family resides. The decision marks the second relaxation of judicial supervision since his arrest in August 2024, when he was detained at Le Bourget Airport NEAR Paris amid a broader investigation into Telegram’s alleged legal violations.

Earlier attempts to travel were denied in May, forcing Durov to deliver a remote keynote for the Oslo Freedom Forum after French authorities blocked his attendance. The Human Rights Foundation criticized the restrictions as emblematic of growing pressure on tech entrepreneurs under legal scrutiny. Durov’s case has sparked international debate over digital accountability and the treatment of high-profile executives in regulatory crosshairs.
